The ’Fit-For-55’ package blev for nyligt præsenteret af EU-kommissionen. Her præsenterede de en unik pakke af foranstaltninger, der har konsekvenser for hele økonomien, både for producenter og forbrugere.
Pakken består af en række ambitiøse planer, der skal hjælpe EU med at opnå en CO2-reduktion på 55 pct. I 2030.
I en nylig artikel beskriver Hans Van Cleef, Senior Energy Economist og skribent for ABN Amro, sine betragtninger om denne pakke. Hertil skriver han, “What strikes me so far is that the package mainly focuses on two policies.
The first is raising the EU targets in reducing emissions. In order to achieve the 55% reduction in CO2 by 2030 – the interim target towards 2050 – we need more ambitious targets, such as:
- An increase in energy efficiency in 2030 from 32.5% to 39-41%
- An increase in the percentage of sustainable energy from 32% to 40%
- Reduce car emissions by 55% (compared to 37.5% now).
- An adjustment in the EU Emissions Trading Scheme (ETS) . Not only will the number of available emission allowances be reduced faster each year (from -2.2% to -4.2%), but the provision of free emission allowances will also come to an end. (See for more information on the changes to the EU ETS).
- An extension of the EU ETS to the maritime sector.
- A separate ETS for the building environment and road transport sector
- The remaining sectors will continue to fall under the ‘Effort Sharing Regulation’ (ESR), and there too, stricter requirements are set for CO2 reduction (from 30 to 40% reduction for the EU as a whole).”
